Survey - a New Community Plan for Eastern Charlotte

Background

Picture your community twenty years from now. What do you hope to see? What do you hope not to see? The Council of Eastern Charlotte has directed planners with Southwest New Brunswick Service Commission (SNBSC) to consult residents on a new community plan. Eastern Charlotte currently has one municipal plan and three rural plans that are divided up along old local government territorial lines. The reason municipalities make plans is because they represent the policies and goals for how the community wants to deal with future growth or change. It can promote the kinds of new developments that the local community wants to see as well as help protect the existing community/environment from things that bring lasting negative changes. They are a by-law adopted by Council under the Community Planning Act.
What Does a Municipal/Rural Plan Do?

• protect and build on what makes the community special;
• respond to local concerns about land, jobs, society, and environment;
• guide new growth based on what the community needs and wants;
• use zoning to help prevent clashes between neighbouring properties (e.g. an asphalt plant close to homes);
• make future growth easier to predict for major investment decisions; and
• give residents, landowners, and community leaders a formal say on major land use changes that affect them
How is a Municipal/Rural Plan created?

A community plan is built on planning studies and your ideas. SNBSC planners lead the work with the elected Council. Everyone is invited to take part at meetings and through mail-in or online surveys. The draft plan also goes to Provincial agencies and First Nations for their views. Later on, there will be a public hearing to give you a formal opportunity to state your views. Click here to download the background study.

2. Thursday, November 12, 2026: meeting #1 @ 2:00 to 4:00 pm and meeting #2 @ 5:30 to 7:30 pm, at the Eastern Charlotte Lions Club Hall, 5316 Route 1, Pennfield (in-person)

3. Thursday, November 19, 2026: @ 2:00 to 4:00 pm, at the Bonny River & Second Falls Community Centre, 1282 Route 770, Second Falls (in-person)

4. Wednesday, November 25, 2026: meeting #1 @ 2:00 to 4:00 pm and meeting #2 @ 5:30 to 7:30 pm, at the Stella Maris Community Centre, 837 Main Street, Blacks Harbour (in-person)

5. Wednesday, December 9, 2026: 5:30 to 7:30 pm, at the Magaguadavic Place Community Center, 11 J.O. Spinney Drive, St. George (in-person)

6. Thursday, December 10, 2026: 12:00 pm, online, go to: Zoom meeting registration link (online)

Every meeting will include a presentation of a background study and time for questions. You will also be invited to share any thoughts and ideas.
